00 Annually Depending on Experience POSITION PURPOSE/SUMMARY This position has the primary responsibility to plan, direct, review and administer the activities and operations of Human Resources for the City.
Duties include activities related to recruitment, classification, compensation, benefits, labor relations, personnel policies and procedures, employee development and training, safety, risk management, workers compensation and manage the social media within the City.
EXAMPLES OF DUTIES AND RESPONSIBILITIES Abides by City of Mills Employee Policy Handbook Reviews payroll and related records and remittances, monitoring changes in payroll related data Answers HR, payroll, and benefits related questions from employees and council Administers the City's various employee benefit plans, including the annual set up of benefits changes and ensuring effective and timely communication to employees for procedures related to enrollment and annual open enrollment With the assistance of third-party service providers, coordinates and oversees employee education related to health and retirement benefits Assists employees with problem solving and working with the City's insurance brokers for claims resolution and other issues Develops, implements, and maintains effective compliance with applicable local, state, and federal laws and statutes related to employment, payroll, and benefits regulations Oversees the completeness and accuracy of HR records in the City including, but not limited to, new hire information, pay updates, terminations, and personnel information Reviews payroll account reconciliations, ensuring that proper withholdings and contributions agree with amounts paid out Continuously updates and improves the employee policy handbook, annually soliciting feedback and recommending changes in accordance with the law and best practices Maintains and secures confidential HR files and records, handling written, oral, and electronic information in a confidential manner Suggests new procedures and policies to continually improve efficiency of the HR department and the City as a whole, and to improve employee experience Completes annual INDEX benchmarking data related to personnel, payroll, benefits, and HR questions Works with Department Heads to manage the recruitment lifecycle and streamline new hire onboarding and orientation throughout the year Manages the employee separation process for both voluntary and involuntary terminations Consults with council, department heads, employees, and legal counsel where necessary to resolve personnel issues, including conducting and documenting internal interviews and investigations, where appropriate Serves as a third-party mediator to support employees in interpersonal problem resolution Researches, develops, documents, and updates city-wide policies and procedures Works with leadership to implement an effective and consistent employee feedback mechanism, such as annual employee performance evaluations, exit interviews, and culture surveys Manages the City's social media development, visibility, reviews social media campaigns and responds to customers' queries via social media.
Assists with other special projects related to HR and personnel Other duties as assigned QUALIFICATIONS/EXPERIENCE Bachelor's degree; focus in HR or business is preferred Society of Human Resource Management Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) certification, or the necessary educational and/or work experience required to obtain a certification within one year of employment At least five years of experience in working HR, employee benefits, payroll, employment law, or another related field; not-for-profit and/or Municipal experience is preferred Strong understanding of HR principles, procedures, practices, and employment laws including, but not limited to, ACA, FMLA, FLSA, ADA, OSHA, COBRA, HIPPA, Workers' Comp.
, Title VII, Retirement Plans, IRS guidelines, etc.
Advanced understanding and ability to use computers and technology including Microsoft Windows and Office products (especially Word and Excel), basic office equipment Demonstrated skills in database management and record keeping Excellent attention to detail and accuracy; outstanding judgement and problem-solving skills including the ability to maintain confidentiality and exercise extreme discretion Well-developed interpersonal, written, and verbal communication skills, including the ability to communicate effectively with all constituents in a Municipal environment, including council, co-workers, employees, and the public Adaptability, honesty, self-reliance, teamwork, discretion, dependability, flexibility, willingness to listen and learn, work ethic, determination, persistence, problem-solving skills, research skills, empathy and congeniality are essential.
Valid Wyoming Driver's License Driving record MUST be free from serious or frequent violation.
Must successfully pass a background check and drug screen.

The check will bounce and the victim is left responsible.
